The National Telehealth Center (NThC) of the University of the Philippines Manila was established in June 1998 through a resolution of the University of the Philippines Board of Regents. The NThC was given the mandate to enhance access to health care through information and communications technology. The National Telehealth Center is also the Southeast Asian node of the International Open Source Network. The NThC manages three inter-related programs under the ONeHEALTH banner: The electronic health records program (eRecords) The eLearning program (eLearning) The telemedicine program (eMedicine)   Goal Statement U.P. Manila shall improve health care delivery to the general public through ideas and knowledge exchange utilizing information technology. Specific Objectives To develop the institutional capability and facility for information technology networking; To establish information technology linkage with national satellites and international centers; To make knowledge available to health service providers and the general public.   Mission The National Telehealth Center exists to promote the use of telehealth and related technologies in forming strategic partnerships with stakeholders in the delivery of services where such concepts are applicable. This shall be accomplished through responsible and innovative use of telecommunications and computer technologies. The Center aims to bridge the gaps between health services, educational needs, and community resources. Through the development of sustainable telehealth applications and through collaborations with organizations, health professionals, health workers, clients and the community at large, the National Telehealth Center will lead in the promotion of the responsible use of technology in health, ensure quality in its endeavors, and empower its clients through information and knowledge exchange. Vision   The Center shall be the premier center in the field of information and communications technology applications for health. Cognizant of the public’s health needs and the limitations of technology, the center shall strive to put to action health solutions in an environment without borders through teamwork, empowerment and innovation.
The National Telehealth Center is a UNDP centre of excellence for free and/or open source software in the ASEAN+3 region.
